I have submitted my application in Sept 08 and got a return back saying "how i first learned english and where ?" since i did not want to write the language exam and I have submitted an essay form explaining how my life was in canada. And i have also been working part time for 1.5 years and full time during summer times. Am i still eligiable for applying???? it was okay before but i know they have changed the policy....

I went to the bank today and was told that the payment was cashed. Does it mean they accepted my case (i have not heard anything from them since the last time) Will CIC send me a receipt or any document that saying my case is in process?

Could someone please answer my question? coz i am so lost
 
IELTS seems mandatory, but cic has kept a pocket of hope to skip IELTS and show them proofs that you were in between the English environment, let them know by writing on a paper, use good and strong English , so that they get to know your English skills.
 
First, thanks for the replies. I did send back a proof of document from my high school and university along with another explaination on where and how i first learned english plus the essay. How long does it take to get the file no.?

6 points. I took high school and university here, currently in my last year at university and I also get a recommantation letter from my work saying what level my english is at.

so many people are expecting to claim maximum points without taking IELTS because they have lived/worked/studied in an English speaking country for X or Y years

as you only require six points, not 16, you submission may be acceptable, but cannot based on testimonials, but hard evidence

proof of your time living in Canada
your studies done in English
any English language qualifications
your work experience

however, you can eliminate all doubt by taking IELTS or the other accepted language assessment that is only available in Canada (the name escapes me), as you only need to score two points in three categories to get your six points

if you need 16 points I'd say 'no way' will they accept your background, they'll expect IELTS proof

You need to sit in IELTS test, as everyone else said, accepting your money doesn't mean your application is approved. Even if they need to deny the application they cash the check and later refund the money with their own check.

You need to sit in IELTS test to prove your points and send them the results, depending on the points your application should be processes that point onwards.
