A lot of people in Latin America for example - have the work experience and education needed - but don't have the financial means to move to Canada.

What would you guys suggest the best option for them?

Do they have a profile? But do they even have a high enough CRS score to be invited? How will they afford the application fees, testing, ECA? If not, a job offer with LMIA or job offer through PNP program. And save money to show proof of funds.

There is no easy solution I'd say. If you want to migrate as a skilled worker you will have to save money not only for the required amount for settlement but also for all the fees that need to be paid to apply (education assessment, language proficiency, etc).
I'd suggest you make an estimate of how much you can save in a year. Then, based on that do an objective assessment of your chances. How long would it take you to get to the goal? Will it start affecting your age points? If this scenario doesn't look promising then as Naturgrl suggested start looking for a job too.
