Are you asking about immigrating to Canada?

If so, there's no suitable program. Get ECA and IELTS done.

What is your educational level? You might be eligible for PNP, but better get a job offer first. Or you can study in Canada first and then look for a job, which will be easier.

The OP has no IELTS or ECA so is not eligible for any programs. Also social work is a licensed profession so a job offer is not possible with a provincial license.
