If you're not getting what most people call "welfare" then you're not on social assistance. This is "last-resort financial assistance to people with no severely limited capacity for employment." It is intended to "provide financial assistance to cover the cost of basic living requirements and in-kind goods and services for an individual or family when all other financial resources (of that individual or family) have been exhausted."
I think ISSof BC is more like an organization (privately funded) to help new immigrants and refugees settle in Canada, providing vocational/language training, etc. So it is not welfare in the sense that the organization is giving you living allowances or money to spend for your daily needs.
