So many questions about EE (mainly about employment)

Some background..
I'm looking to apply in 2018 - I'll be 27.
I currently have 441 points: Bachelor's degree, at least 3 yr foreign work exp, decent lang score.
Besides a job offer, there's no way for me to hit 450.
My edu/work background is in communications (corporate comms/editorial/PR).

So, I was wondering what my options would be and what the process is for job offers.

Would I need to secure a job before applying for EE to have a tiny chance? Does anyone know the likelihood of getting a potential employer in my industry to boost my points/allow me to apply for PNP? ???
Or are there other options I could look at (PNPs etc) that don't hinge on a job offer.

If you currently have 441 points, just create EE profile and wait in pool.

You never know draw can go down to 440 and you get ITA. Ontario will open for 2017 and there is chance to get invite for that as well since you are above 400.

Can you kindly put some light on OINP.
Does having more than 400 points give any benefit in getting OINP?

If yes then can you please guide how can I apply for OINP if I have 400+ points?

For OINP, how do they ensure you, uh, stay in Ontario?

OINP hasn't started for 2017 as of yet so I can't say much.

Previously they were sending out invite to all EE applicants with CRS 400 or more.
If you accept you have to provide requested documents and pay fees at the end you will get nomination in EE profile upon accepting that 600 points are added to your profile.

Ontario doesn't really need to ensure if you will stay there or not because it is highest sort out province so they are not concern with people staying or leaving. They more care about profit and income they are getting through PNP stream and fees.

There is no way to control your movement within the country once you land as a PR.

The cut off may drop to 440 but there is no way to know in advance and nobody can guarantee that. If you are thinking about 2018, you have time to increase your score - get Canadian education and work experience, get a masters degree, improve your language score.

I would not recommend that you wait until 2018 as rules may change at any time and you don't want to miss the opportunity just because you waited. Time is of the essence.
