Hi, i just graduated last april from a college in toronto. and i got my three year work permit. i had studied a course of Business Qperation . but nw i got a job of a PRINTING PRESS OPERATOR IN A FACTORY noc code 7381.. can i apply for pr in toronto..
 
Having a job in Ontario isn't enough to apply right now. If you want to apply now, your employer has to drive the process and meet several requirements for you to receive the nomation from the province of Ontario. You can find details about what your employer needs to do here:

If your employer is unwilling / unable to meet these requirements, then you can wait until you have one full year of skilled work experience and then apply for PR through CEC.
 
If I were you, I'd explore federal programs, instead of provincial.

You might give it a go through the Canadian experience class immigration.
In a nutshell, to qualify you must have graduated form a Canadian school and have one year full-time work experience. As you stated you have a work permit and a job offer in hand, you could be eligible one year from when you started the job.

If the employer who hired you has the position which you were offered already approved by HRSDC, you can also apply through the Federal Skilled Worker Program with a job arrangement.

Is there any rule that what i have studied the job should be related to it in onatario. And Noc code 7381 comes under which category. And as stated above a intenational student apply for pr in the skilled labour category in ontario.
 
Your situation and questions are somewhat convoluted. It's not clear e.g. if you're currently in Canada, or if your job offer as a press operator is in Canada or some other country.

First off, figuring out how to become a permanent resident in Canada (there's no "PR in Toronto or Ontario") is not a matter of one question you post on a forum. There's way too many factors to consider such as your previous experience/stay in Canada, your current job and its NOC/duration/level, educational background, age, language skills, job offer, type of work permit/visa....

You better get down to work and start perusing the CIC website to get abreast of immigration streams, be they provincial, federal or specific to the province of Quebec.

To your first question about job and studies, the relation between your studies and your job doesn't usually play a role at all.
To your next question about NOC and category, it's not that certain NOC's fall under certain categories. It's more complex as indicated above. If you're serious about immigration, you must sit down and start reading official web sites such as CIC, provincial programs, and the like!!!
