Skilled Worker Manitoba Provinicial Program NOC B, C, D

Hi all I have a question, please guide me. I am a full time worker in Westfield Industries Manitoba since one year as a welder. I was hired as an assembler but then, my company give me opportunity and training of welding. Now, I am working there as a welder over there. But, I don't have a certificate of welding from any college. Now, I am planning to apply for the MPNP program. But, I cannot understand that in which NOC category should I apply. My CLB score is 4. One more thing, I am on temporary work permit and my wife is an international student in University of Manitoba. Please, guide me in this regard.
