My brother will be married to a canadian citizen next week, however he will hopefully get a PR in 6 to 8 months...

I will be applying in few weeks now..can I claim 5 points for relative in canada in regards to my brother's wife as she is a canadian citizen...she will be my sister in law...does this relationship qualify??

YESSSS. SISTER IN LAW QULIFIES FOR RELATIVE IN CANADA.
I used my sister in law as my relative in Canada. I enclosed copy
of her CANADAIAN PASSPORT in my docs submitted.
Go for it mate!
 
If the sister in law is the sister of your spouse, that is a blood relative of your spouse, that counts but in his case, the sister in law is the wife of his brother so she is not a blood relative of his or his spouse and that is why in his case, it will not work.
