Sister as In-Home Caregiver, Success Rate?

Hi All,
Here is my situation. I will try to shorten the story.
We have 3 young kids: 5, 2 and 1.
I (Wife) recently returned to work full-time. Requiring a caregiver to look after our children.
We just recently got approved for LMIA.
We are hiring my sister as our caregiver.
She does not have caregiver experience but did the caregiver training.
She will be submitting her online application for Work Permit/TRV.
Below is the list of documents requested:

1. Work Permit Application (IMM1295) - Completed. Will it be an issue when declared that she had 2 refused Visitor Visa applications prior? 1 in 2014 and another in 2016.
2. Employment Reference Letter - She is a Process Control Engineer (over 2 years), her boss completed a very thorough reference letter. But will that be relevant when she is being hired as a caregiver? She does not have caregiver experience but took the 6 months training.
3. LMIA Letter - Completed.
4. Passport - Completed. Digital Scan (Not the actual passport)
5. Employment Records - Employment Reference Letter (Same as #2) and Paystubs. Are these sufficient? (Note again: Her record is Process Control Engineer and not caregiver)
6. CV/Resume - Completed
7. Proof of Medical Exam - Completed. Upfront Medical.
8. Digital Photo - Completed
9. Family Info (IMM5645) - Completed. Will it be an issue if her brother-in-law/sister are her employers?
10. Employment Contract - Completed and Signed.
11. Proof that you meet the requirement of the job - Caregiver diploma and Caregiver TOR. (Are these all she need?)
12. TRV Application (IMM 5257) - Completed
13. Client Information - What to upload here? Will it be appropriate to submit here? 1. NBI Clearance 2. IELTS Result 3. University Diploma. Anything else she can provide to strengthen her case?

Does anybody know the average turn around for online application? We are hoping she can be with us by November 1. Is that too ambitious?
Crossing fingers that she gets approved, what is the next step for her or us?

1. You will also need first aid and CPR
2. It’s better if you can get a daycare experience for six months but not a job requirement
3. Check the processing time , it doesn’t matter if you apply online or offline , wait time is same currently sitting at 17 weeks.

Thank you. First Aid and CPR (Basic Life support) were included in to the 6 months caregiver training and noted in the TOR but there is no individual certificates for each training. Are those 2 really necessary to have separate certificated or the indication in the TOR that those were met suffice?

Check your job posting from job bank - did you mention that in the posting and contract?if yes then you will have to show somehow that the person you are hiring meets all the requirements as per the job bank posting
