And you see that's the issue here. It's not actually his intent or your intent to genuinely reside in Saskatchewan as family units. It's your intent to relocate him as a benefit to your PR application, but he's not a genuine resident of Saskatchewan. How on Earth could a husband and father be living apart from his wife and kids in Ontario, for potentially 3+ years at the least? Obviously he's going to move back to Ontario as quickly as the ordeal is wrapped up, and I suspect you would too.

Everything you've said is like moving chess pieces around to make it happen, because you don't have a solution for the dilemma regarding the family being divided. That's just how it looks to me and if that's the case an immigration officer will likely feel the same.

Basically, yes the whole family would need to relocate to Saskatchewan - a decision that entails tolerating -50C temperatures, blizzards, snowstorms, less opportunities, black ice, less money, no public transport, finding new work, finding new schools/day care for kids etc. - and stay there till you get PR and also likely after PR, because IRCC/SINP anti-fraud units have the power to threaten your PR even after it's granted if they felt all of this was a ploy for +20 points.
