SINP or LMIA , which way is better?

So I am currently an express entry (CEC) applicant but I don't have enough points that can pass the minimum threshold point that CIC is accepting.
After doing a bit of research it seems like LMIA exempts fees for employers who apply on behalf on employees who just need it to get additional points for their PR applicants.
Though I am looking at the SINP (Saskatchewan immigration nominee program), it seems like its a similar thing, but which route is better and less of a hassle for my employer?

Yes - in this case employers are exempt from the $1,000 application fee. However the required advertising will most likely cost them several hundred dollars.
