How to get informed immediately after SINP OID opening for application? I missed during last intake on 13 Jan'17 only due to the opening in late night. Need help in this regard.

Are job experience before bachelor degree countable at the federal skill workers stream...I passed 04 years diploma in Electrical Engineering at 2009..then I got myself involved in Engineering jobs...I completed my Bachelor degree at 2014....can I use those experience before completing bachelor degree from 2009 to 2013 at federal skill worker program/express entry??
