Officially one may appeal for the Certificate of Clearance from Singapore only after submitting the e-APR and having received a letter from the CIC.
I received my ITA but am still waiting for my partner's FBI clearance. To accelerate the process, I tried to appeal for the CoC upfront, using the ITA as documentary proof indicating that a COC is required. I submitted the appeal on 17 May 2017 and it was approved today (29 May 2017). My ITA is in French but I am not sure whether it would matter. (Maybe they cannot read French and simply approved it without bothering to find a translator?)
