Singapore Police clearance problems

What is the longest anyone has had to wait for a standard police clearance from Singapore? They do not seem to like issuing clearance to non-Singapore citizens... I have been waiting over 4 months now and they keep coming back with lame excuses about missing documents (which is BS as I was super diligent with the application and enclosed everything they keep asking for!)

Any tips? Is there a phone number where you can speak to a human being??

After a 2 weeks I submitted my application, I email them to check the status and They got back to me asking me to resend the COC Appeal Application Form(I was using an old version). They took more than 2 months to process mine.
