Probably a dumb question here: It looks like you can apply for a permanent SIN just with visa foil + CoPR. But do you have to do it after you land, ie CoPR signed by boarder officer and you?

Yes you do.

I tried it before landing (CoPR was unsigned) and they refused to acknowledge it. They updated my SIN instead to the new date I had on my BOWP.
