Siblings Visitor's Visa Application

Good day!

I want to invite my 2 siblings aged 23 and 21 years old.
Both are students in our country
Oldest is in Seminary
youngest is about to enter University.

My Question is, can my brother (23 yo) file 1 application for both them?

Or Separate Applications?
