I wanted to confirm that if someones sibling reached Canada on PR, after how long can siblings claim additional 15 points. The day that person lands in Canada, or the day they receive PR Card.
 
I wanted to confirm that if someones sibling reached Canada on PR, after how long can siblings claim additional 15 points. The day that person lands in Canada, or the day they receive PR Card.

As long as your sibling has PR and is physically resident in Canada, I think you can claim the points. However, you have to provide proof that your sibling is currently living in Canada (rental agreements, utility bills and bank statements with their residential address on them, etc.) and that would be difficult to provide if your sibling only just landed the day before.

The reason CIC awards points for persons with siblings in Canada (as citizens or PR), is because research has shown that applicants with siblings already there tend to settle more effectively; but if your sibling has only just arrived, he/she probably isn't 'settled' yet and could therefore hardly be any help in assisting you to settle. That being said, I don't think CIC will look to closely at that. The change that allowed for us to get points for siblings didn't specify how long they had to have been resident in Canada, as far as I can see.

The moment you land is the moment you officially become a PR, so I assume you would be eligible for points from the moment your sibling lands. Note though that you also have to provide evidence of your sibling's PR, which is usually a copy of the back and front of their PR Card. So if you're going to claim points for them, you need to time it so that your sibling will have his/her PR Card by the time you are required to submit your documents (90 days from when you get an ITA).
