I know this has probably been beaten to death, but is it possible for a PR in Canada to sponsor their sibling? My wife studies with many people (in Edmonton), who say that they were brought here by a brother. I'd always thought this was impossible -- that you could only sponsor vertical relatives. Is it possible that Alberta has a provincial program that covers this?

I know people who brought their sister to Canada by bringing them as their nanny.. So they "hired" them to take care of the kids and they lived with them at their house. I haven't heard any other methods.. :)

Alberta used to have a "other" family sponsorship program with PNP. That could be the source of their confusion. It is currently suspended "indefinitely."

Also, stuents can be "sponsored" by an "other" family member for their student visa - i. e., given a place to live, meals, etc. They aren't being sponsored in the sense as a PR is sponsored by their spouse - they still have to earn PR independantly based on school and work experience.

There is also the "lonely Canadian" rule where if everyone else is basically dead, you can sponsor 1 other relative (no spouse, kids, parents, etc).

It's possible a family member can help arrange a job that gives a LMO to help bring the sibling over on a work permit (and earn PR through CEC or PNP).

Lastly if the parents pass away, it is possible for a sibling to adopt the underaged child (under 18) and bring him/her to Canada.
 
According to CIC, a PR or citizen can sponsor:

brothers or sisters, nephews or nieces, granddaughters or grandsons who are orphaned, under 18 years of age and not married or in a common-law relationship
