He already filed COPR because he was in Cana da on the day he received confirmation
Getting a PR and then starting life in Canada as PR in Canada are 2 different things. Although your sibling has got CoPR but still he has to contribute to Canada by living here, paying taxes, leasing or owning a house, getting employed etc so as to get eligible to sponsor you.

Hey Everyone!
I am a PR and had lived in Canada for over an year but came back due to a family emergency. I have been out of Canada since 2 months and have a return ticket in April. Now my sibling has received an NOI and she has added my points as a sibling on the profile. Will she be able to claim the points if I go back by April but she submits her case now? I do have my tax, lease and job documents till November 2022.
Your insights in this matter will be highly appreciated.
