While creating the EE profile, I claimed the points for sibling living in Canada. They have given me their passport, PR card and current Driving License. The sibling does not have any Bills or Bank account in his name. Can I submit only these documents? Also, is it possible to remove the sibling points after invitation as I am still above the cut off.
 
If an adult is living in Canada they should have at a minimum a bank account. If they don’t there will be significant concerns that they are not actually living in Canada.

1. My sibling, a Canadian citizen, wasn't living in Canada for last two years actively (he works for a canadian client remotely as a sole proprietor, and maintains ties like phone bills, banks account, credit cards, driving license as well as a functional/friend's address).
2. He just moved back to Canada last month, to ensure I get the 15 extra points, and has a lease for a place now too.
3. However, ideally, he would now like to have the flexibility to travel/move out, as the 15 points aren't technically needed (my score is still above the cutoff without 15 points). So I'm wondering if I can submit my profile without the 15 points now? And if yes, how should I word my LOE??

I understand it's bit of a unique situation, and hence would like to know your inputs or experience with this. Thanks a lot, would really appreciate responses or referral to someone who can help me navigate.

If you have enough points don’t claim sibling points. If anything I would not address the change since your brother just moved back I assume once you got your ITA or right before you had a high chance of securing an ITA purely for you to get points so not to provide longterm family support in Canada. The sibling points are awarded because family support in Canada leads to better assimilation and longterm success in Canada. It doesn’t appear your brother intended on remaining in Canada once you got PR. The whole situation doesn’t make you look great if you try to explain it.

Thank you, that makes a lot of sense. Just to add that I have already received my ITA based on sibling points (529 total). So now I'm thinking:
1. Change the answer to "No", which would bring my CRS down to 514 (the cutoff was 511)
2. Add an LOE (because there has been a material change to the situation I earlier provided in my profile!?): Saying

"While my sibling is currently residing in Canada, I realized upon further review that I am unable to confirm with certainty that this residence will continue throughout the processing period of my application. As IRCC instructions require applicants to provide information that is accurate and verifiable at the time of assessment, and to avoid claiming points based on circumstances that may change, I corrected this response to “No” to ensure my application reflects only information that can be confidently confirmed.

I would like to confirm that even after this correction, my CRS score (514) remains higher than the minimum CRS cutoff for the draw under which I received my ITA (511).

I respectfully submit this explanation for transparency, and I have tried my best to comply with the requirements for this application. I am of course at your disposal to provide any additional documents or further information that you deem useful. Again, many thanks for the consideration of my application"
