An institution is something between a college and an university. SAIT offers degree and post graduate programs as well. If schools with the term "institute" are inferior then one would be placing Massachusetts Institute of Technology with Trump university.

@Konan1982 I still re-iterate that your friend might have a better chance if he applies for a graduate certificate program or a masters program. That said, I understand he has his reasons for choosing a 4-month program.
