I was refused for a US visa ( J1 category ) in 2012. should I mention about it or not? or do they even ask about it in any of the forms?

Even I am worried whether it will affect my Canada visa in any way.

Since you can apply for Canadian PR even if you are currently living illegally within the United States, it would be odd if getting refused a visa was important.

Buddy, using your passport number, visa officers get all such details.
So you mention it or not, they will come to know.
