I have applied to 2 years College Diploma program on 26.06.2018 . I have bacelor's degree and i am working as an engineer for over 4 years. I have showed this budged and i have sold my car and also showed the sales agreement ;
Details of my budget(CND):
Tuition Fee for the First Academic Year $14,354.00
Living expenses $11,000.00
TOTAL COST Tuition + Living Expenses $25,354.00
Total funds available in our bank account $27,640.00
I had acceptance from college, payslips, bank statement, deeds of my family, reference letter from my employer etc. in my file.
I had 1 visa to Italy (@2015) and 2 travels without visa to Ukraine.
My visa has been refused. (Purpose of visit, Personal assets and financial status)
GCMS notes;
"planning engineer with modest income wants to attend a 2 year college degree program in business. he has recently sold his car to do so. funds are tight. has limited travel history and weak economic ties to homecounty. Based on available information on the file, I am not satisfied pa would be a bonafide temporary resident who would depart Canada at the end of an authorized period. Refused."
Now ;
- I have 1 more active visa till 12.2018 to France (but i haven't travelled) ,
- 5 Deeds belongs to me now (totally about 5k cad valued)
- I have conditional acceptance from post-graduate certificate program (1 year).
- 3k cad of the college already pre-paid.
- I have applied for USA tourist visa but it has been refused.

Paid - $3,000.00
Living expenses $11,000.00
TOTAL COST Tuition + Living Expenses $24,500.00
Total funds available in my bank account now $30,550.00
Do you think i should re-apply again? Can i have your personal opinions about my situation?
