Should I create a profile at 421 CRS points?

Dear All,

I got an acceptance letter from Rotman School of Management, UofT. I was planning to apply for PR before joining the program. However, today, I got disappointed after getting my IELTS Scores. I could not get CLB 9 because of low score in speaking. My IELTS Scores are L-8.5, R-8.5, W-7.5 and S-6.5. Currently, I am getting only 421 CRS points :(

Please advice me whether I should create an express entry profile at this score or apply for student permit. My course is starting in September 2017. I understand that I cannot plan for both the things because for student permit, visa officer would like me to have the intent to come back to my home country after completing my students.

Experienced pals, please advice me.

In theory with this score you can get OINP invite, apply, get approved, file e-APR and voilà you are permanent resident.

This is a very very very optimistic scenario - however, nothing is impossible.

If your priority is to get to Canada asap, apply for student visa. If you are happy to wait and retake IELTS then got for PR cos your fees will be much lower.
