Hello,

Can someone who is working in a different province than Quebec on a work visa, and whose PR is issued by the Province of Quebec remain in his current province or he has to go to Quebec ?

Quebec will most likely refuse to issue your PR until you show concrete proof that you plan to live in Quebec (i.e. give up your job in the other province and have a job offer in Quebec).

Quebec does not issue PR. Quebec issues CSQ which indicates that Quebec is interested in accepting you as an immigrant. PR is issued by Federal CIC. Once Quebec gives you CSQ , you apply to CIC for Canada PR.

Yes. You can stay in your current province after your become a PR. You just need to make sure that you do your first landing in Quebec. After landing you are free to move to ( or stay in) any Canadian province.
 
Thank you so much for your clarification and your response. But how will my landing in Quebec from another Canadian province manifest itself ? What do I have to do ? Leave the Canadian territory and come back ?

a) You can finish landing formalities , without leaving Canadian territory , at an office in Montreal.
b) You can also drive to one of the Quebec-USA borders and do flag poling. You technically leave Canada, go into no-mans land, get "not allowed in USA" slip from USA and then enter Canada to finish PR formalities.
c) Fly out of Canada and then fly back to Montreal International Airport.
