Does CIC request passport for everyone even visa exempt countries?

No. If you are from a visa exempt country, they might request another copy of your bios page in your passport and more passport photos. But usually they do not even do that. Usually they'll just send out the COPR. I was approved recently and after 4 days they sent me an email stating that the COPR had been mailed. I didn't need to send them anything beforehand.

Thank you for clearing that up for me. Can someone tell me, am I allowed to visit my wife in Canada since I'm in England? I'd be coming to Canada as a visitor and staying for 2 weeks. My wife is worried that if I leave my home country that the visa would be cancelled.

thats why i was not impressed by the announcements. Based on NDVO 2016 thread, applications are getting closed within 7- 9 months with some exceptions. So either 18 to 12 months seems more of a publicity stunt. As per GM they have 80,000 backlog in total. There is also an annual cap. i know i am expecting too much but i do sometimes regret my decision to immigrate. its a never ending process in one's lifetime....

You can go to Canada as a visitor. It will not affect your PR application or visa.

So they switched me to reviewing my submitted documents. Tey put in a request for an additional fee, and our sons birth certificate. Our was born in Taiwan, so I submitted the original english copy from the Taipei hospital with the original submission. I don't know why they are requesting his birth certificate... since the English one I submitted is an original. Maybe because he was born in Taiwan, they expected a notorized translation? Anyway, I am having the chinese original translated and notorized, and will submit the chinese original, notorized translation, and the English original just to cover all the bases. I hope this hasn't delayed us too much. The letter also said to eMail the receipt of payment of the Right of PErmenant Residence fee to an eMail with our application number in the title, which I did, but the upload center also has a spot to upload the receipt. Somewhat worried, it said the documents were due on Dec 2nd, but the MESSAGE they sent me via MyCIC, the PDF is dated Dec 5th (I checked MyCIC on Dec 6th) and they said I have 45 days to respond. I hope that computer entry for the second doesn't screw things up. The translation takes a little bit of time. Maybe I'm just overthinking things and being a worry wart.

I'm not 100% sure but sounds like you've got nothing to worry about. I also got a refund without any reason. It was simply because I paid too much, so that's likely what happened with you too.
As for ecas not saying that he's approved. A lot of people in this thread have been reporting the same thing. It seems to be a glitch in the system and nothing more. Somebody feel free to correct me, but I'm sure you're fine. No need to freak out!

Observed today on my GC key account .

Under " Review of submitted documents" field it now blank but it was mentioned " No docs needed at this time".

Not sure how this change mean to processing of my application but want to know if anyone else observed this.

Please dont worry about ecas or mycic...a lot of applicants have their status the same and suddenly DM appears....if it has passed the timeline
then worry and contact them and get GCMS
