It says

When you click Reply to a message or composing a new thread, you can click the Insert Hyperlink image and it will insert the bbcode (code which forums understand) for a link.

Or, it is basically this without the spaces

[ url = http://www.google.ca ]Link[ / url ]

In the example you gave I typed

[ url = http://www.cic.gc.ca/english/information/times/perm-fc.asp ]processing time for sponsor approval [ / url ]

I just want to cry honestly, this whole process has been a nightmare! I originally applied "Inland" in March this year, after the application was sent back twice we decided to go "Outland" for obvious reasons. Now, even though the application was not sent back this will still delay the process. They said they are holding my app. in Mississauga, hopefully they keep it there. I feel like Eor on Whinnie the Pooh..
