I'm 2nd Sept applicant..As CIC charged CC for applicants in 2 NOCs before doing it for other NOCs for same dates,i feel like our applications will be processed a little late. I hope i am wrong!

Applied for Canada PR under federal skilled worker in Software engineer NOC on sep 15 2014. And i didnt get the File number yet from cic.
As on nov 13 the cap limit has been reached 1000.
Is that means i wont get the file number here on as the cap has been reached its max limit ?
Or i have chances of getting file number in the near future ?
On what basis CIC is increasing the count in their website.. wil they increase the count when they received a application or will they increase the count only wen they encashed the amount from the DD or credit card as the processing fee ?
So confusing.. Kidnly some one help me on this..
