Regardless it is too late or not, it might be wiser to submit your application right away. If the cap has been reached, your application will be returned and refunded. That might be better than hesitating and miss the opportunity for CEC. There are still a lot of unknowns for EE, and that might be a scary ride.

From the rate of the application progressing on their website, I don't think they have reached the cap. But the number might not reflect the correct one, and CIC have the power to adjust the cap as needed to prepare for EE.

All the best dude... Even I have sent my docs on Nov 28th.

By the the it was received at CIC intake office called lock-in date and they will process your file according to lock-in date
