I do not know what is causing your delay and I would look to explore this with CIC.
I know Nov guys have received PPR and they are being processed (slowly). Yours is a specific case and cannot and should not be used to make blanket statements around caps.
Your application did not get transferred until February 2014, so you case did not begin processing before Feb 2014. This is why your being asked to check back again in Jan 2015. What happened in the June 2013 to Feb 2014 is a mystery to me.
There is no way CIC will advise you to check again below their expected processing times.
