Seniors please advice
As I submitted my application on 22nd October, for NOC 2132 visa office –LONDON
According to Spread sheet, on average PER from CIC is coming in 45 days, firstly is it true.
If yes, could it be possible for me to get PER by 5th December. :
Counting from 22nd –October – 2014 to 5th December -2014 [45 days]

Not sure of the form you are looking out. Maybe you should paste the link here.

Before you receive PER, you have to be charged (payment method DD or CC) first. Being charged implies that your application has passed the completeness test by CIC. This stage take about 91 days after your application is received by CIC. You will receive PER after about 17 days from the charge.
