I Know for SIN we do not have to pay. And some one from this forum only said now days we can get it at the airport as well. But for PR card it takes 30 days. Do not know if it is also available now on the airport.

Both are free of cost
PR card at the airport, SIN card at Service Canada ;)

Hi shaurya,

PR Card processing will start once your landing formalities are completed Vancouver Airport, they will ask for an address where they can mail your PR Cards. It will take a around 2-3 months (i got my PR cards after around 10 weeks).

You can visit any Services Canada office [http://www.servicecanada.gc.ca/cgi-bin/sc-srch.cgi?app=lst&pv=bc&ln=eng] to apply for a SIN Card, you will get the SIN Number same day on a official printout and SIN Card will be mailed to you in 1-2 weeks.

Let me know if you need any help in Vancouver. I landed in Vancouver November 2012. Here is link to my landing experience and observations.
