Sending PCC after spousal application submission - no file number

Hello,

I submitted the spousal application last month without PCC ( with a cover letter explaining the non availability of PCC because of COVID).

Now, I have received the PCC. Since there is no application number at this point, can I send the PCC now with details like passport number, applicant name etc or wait for the PCC request / AOR?

Has anyone sent the PCC recently without application number?

I applied to sponsor my wife in April. She went to China for 6 month in 2016. We couldn't obtain PCC and my consultant sent a letter of explanation along with application explaining covid related delays. The next day after he sent out our application my wife received an email from China that said PCC is not obtainable in her case.Our consultant said he will send the letter to IRCC one they provide file number

Although, IRCC has mentioned that they won’t return the incomplete applications.
You can still try sending them a webform request with PCC and see if they accepted it or not without AOR1 and then act accordingly.
