Sending OWP without PR app

I'm curious if it's possible to send my husbands OWP before sending his PR application. Only because we are ready with the OWP and don't want to wait to finish his PR.

No - not possible. It will either be refused or returned unprocessed.

It must be sent together with the completed PR application.

Yah the OWP is only a benefit that comes with having an inland PR Application in process, they dont give out OWP on the basis you will soon be sending in a PR app.
