Sending an invitation to a Conference attendee so that they may obtain a visa?

I work at a conference that will take place in Toronto this year. We have an attendee who paid for their ticket and who is from the RDC. Apparently they might need a letter of invitation for their visa application but I am not sure what the specific guidelines are, or if I am exposing the company or myself to legal risk in any way if say the attendee violates the terms of the visa. I don't want to let this person down but I was unable to find clear information online on this matter that relates to Canada specifically.

If from Congo, processing is over a year so not sure they will be able to attend a conference this year. If you google - sample letter conference invitation - you will read many examples. You are not liable if person claims asylum or doesn’t leave. You don’t need to offer a letter.

And you have to look at their application and conference travel history objectively.
How many other conferences have they attended in the past ? Is this there first one ? How’s there financial backing ? Travel history outside the Congo ?
