I was in the same situation. So, I sent them an email, and then couriered the original letter. I think that would be full-proof. Do not take a chance if you have means (I mean you are physically in Canada) to send the original.

Unless you work in CIC as a VO, being judgmental on procedures, as well as other's comments is not well received.

I scanned my doc but the cover letter ..can it be written on the email body itself or do I have to word doc it print it and scan that as well while attaching the document???
