How can I get Canada visa for exploratory visit? I applied before and it was denied because the officer fears that I will not leave Canada at the end of my visit.Can any Canadian province help us for that visit?

You have to submit a file in province if file is complete you will be invited to visit. Invitation letter will definitely help in getting visitor visa.
