This PR program does not imply sponsorship but requires have a citizen relative in Canada.

Said close relative and applicant live in QC,
PR Portal requires to indicate is intended settlement to QC or not, and relative in QC

Does it mean the applicant should select to QC?
The applicant is senior, does not work and barely speak English not to mention French (both about A1 level).

I assume the PR will hardly be revoked even if no relocation happen, but to obtain
If Ontario is indicated will they ask to demonstrate that concrete steps are taken to relocate

The relative does not mind to relocate but a bit reluctant due to recent rent hikes and job shortage.
So he can provide a letter of intent to relocate from Quebec, but no hard proof like job offer or rent.
Applicant also has few photo from Ottava.

Which exact program are you talking about? Without fairly fluent English or French, immigration through an economic immigration stream is not possible.
 
That's not economic stream but a less known special program only available to certain groups of applicants having Canadian relative, able to help them to adapt to live in Canada (but not formally obliged to sponsor them). I assume though QC aspect are similar to other streams.
