My passport was seized when claiming refugee status and I was given official photocopies of it. However, the expiration date on the photocopies expired. Can I go to my country's embassy to request a new one?

This is not recommended. Why do you need to renew your home country passport?

to apply or renew a PR you need a valid passport
Maybe not:

https://www.canada.ca/en/immigration-refugees-citizenship/services/new-immigrants/pr-card/how-to-apply.html

  • If you are applying to renew your card, keep your current card and include a photocopy of it with your application.
  • If you are applying to replace a card because it is damaged or the information on it is wrong, send the card with your application.
  • a clear copy of:
    • your valid passport or travel document, or
    • the passport or travel document you held at the time you became a permanent resident

The issue could be whether or not the `official copies' of the seized passport would satisfy IRCC's requirements.

No you should not renew it because that could be grounds for reavailment. All you have to do is specifiy that your passport has been seized by CBSA and it is expired and you can’t renew it because you are a protected person.
