Hello! I came from Bangladesh to Belgium back in 2009 and demanded political asylum but unfortunately I was refused and since then I am living here in Belgium as an undocumented person. My question is can I apply for an asylum or a refugee status in Canada now? Thanx in advance.

Before you can apply to Canada, you would first need to be officially recognized as a refugee by UNHCR or a similar referral organization.
Until that happens, you cannot apply for refugee/asylum from outside of Canada.

Added note: If Belgium did not accept your refugee claim then it's probably safe to assume you're going to have problems getting UNHCR to recognize you as one as well.
