Security Check still outstanding for May 2016 Outland Applicant

Our application was received at Mississauga in May 2016.
My husband had an eligibility interview at the end of September 2016.
We were advised that he passed the interview and there were no outstanding
questions from the interview but the security checks had not been requested.
Security checks were requested early October 2016. The VO is still awaiting the
results of security checks. This is a very long time, much longer than expected.
We've checked with the MP's office and they advise us, there are no questions or
problems reflected on the file, the police clearance has passed, and the security
check must be received before anything can happen. They offer no timeline on
when to expect the file to be completed.
Does anyone else have experience with such long waiting time for security checks?
What happens next? Can anything be done to help the situation?
