Hi

I landed 3 years ago and never got my PR card, I am back in BC for the long term and in the process of applying for my PR card.

In the list of TWO secondary ids required:

A copy of two of the following:
◦your Record of Landing (IMM 1000) or Confirmation of Permanent Residence (IMM 5292 or IMM 5688), or
◦your valid provincial driver’s license or valid provincial photo-identity card, or
◦your valid University/College photo student card, or
◦your most recent Income Tax assessment issued by the Canada Revenue Agency within the past two years.

I have the IMM5292, however I can't apply for a BC driver's license or BCID from ICBC as the PR card is required. I don't have a valid university/ college photo id (I left school 18 years ago), and obviously I don't have the Income Tax assessment as I had not been working in Canada

I am in a catch-22 situation as ICBC refuses to allow me to apply for a BCID without the PR card

Pls could anyone advise where I go from here.....Thanks in advance
 
Contact the Canada Revenue Agency whether or not you can get an income tax assessment for being a non-resident of Canada.
