Hello,

I received passport request email on 12/14/18. I sent out my documents on 12/24/18, photocopy of passport, 2 photos of myself, annex sheet, and self addressed envelope.

Today, 01/07/19, I received another email from them. This time the letter was addressed as SECOND REQUEST. In it, they acknowledged that the received my inquiry on 12/14/18 (because I had initially asked them a question). But the rest of the email is the same as the first email I received. I am wondering if they did not receive my documents, or maybe there is something I did wrong?

I sent a case specific inquiry asking about it on their web form (https://secure.cic.gc.ca/enquiries-renseignements/canada-case-cas-eng.aspx) but I am not sure this is the best place to reach them?

Yes, I sent photocopies because it was not required of me to send my actual passport. I just needed to send photocopies.

I personally would have used courier, to get a tracking number and confirmation that it was received. Sounds like they didn't get it.

I sent it via US Post Office. Should I have done differently? All of my documents, including the return envelope, were placed in another envelope. I have a receipt but no tracking on it.

Applicants from visa-exempt countries
The ‘Passport Request’ letter instructs the applicant on how to send a photocopy of the bio data page of their passport and, if applicable, the bio data page of the passports of their accompanying spouse and dependent children.

Visa exempt applicants do indeed just send a photocopy.

If you sent it through USPS over the holidays, it is possible they just haven't received it yet. It would be transferred from USPS to Canada Post which had been on strike (not sure if they still are). Either way, between the holidays and the backlog at Canada Post, it may just be slow. However, I was under the impression that US PPR requests were supposed to be sent via courier (FedEx, UPS). That way there is a tracking number as well. The address they give on the PPR is a courier address, not the one for mail from Canada Post. That address is actually listed above that where it gives the address for papers coming via Canada Post within Canada (a PO Box). Since you only have 30 days from the request date, make sure you contact them via webform ASAP to let them know what happened and get an extension. I would also consider just re-sending everything via FedEx or UPS international priority. You will then be able to track everything and they would have the papers within your 30-day timeline. You would also get everything back much quicker.

Do you think it's 30 days from the original date or 30 days from the second request?

What did the second request say? Was it a copy of the original letter with the original date on it? Or was it a whole new letter with a new date on it that said to comply within 30 days? If you do plan to send it again via courier, it only takes a day or two to get the papers to them, so you would be within your original time frame if you sent it in the next day or two. Either way, it can't hurt to contact them via webform and acknowledge the request and let them know what you are planning to do. As long as they are in contact with you, they will be willing to give you more time.

The only difference in the second request is that, at the top it is boldly titled SECOND REQUEST. Under that, there is a paragraph that states they acknowledged receipt of my inquiry on 12/14 and that I am required to send all required documents as stated in the letter.

The rest of it is the same as the other PDF, states I need to send in the required documents within 30 days, and this letter was dated January 7.

I did send them an inquiry, they've always just been slow to respond so I don't want it to be too late before they do hear from me, or before I do anything too

You probably have til Feb 6 then. As long as you've sent them an inquiry, you should be fine.
