Yes, even if you come back and study in Quebec, you will not qualify for another PGWP.

You can only have a PGWP once in your lifetime. Since you held one before, you can never get one again. It doesn't matter where you study in Canada.

My PGWP expired due to passport and I didn’t renew because of wrong application. I had to leave Canada. But, my PGWP still has credit period written down beneath of the document that my right is to take the period until Dec. 2023. Is there anything I can make to save my situation please?

I'm not sure it's possible if you failed to submit the right extension application before your PGWP expired. Speak with a Canadian immigration lawyer.
