Hello,
I am an FSW applicant and I am selecting English as my first and French as my second language. I got the following scores: English (CLB 10-10-9-10 for R-L-W-S) French ( CLB 9-9-4-4 for R-L-W-S; I spent some time in France but never got good at Writing and Speaking :D ).
I understand I cannot use French in the FSW calculator (as I scored below 5 in two abilities), but I don't need it either (I have 70/100 which is above the 67 pts FSW threshold). But I wondered if I can I use it later in the CRS calculator to get 6+6 points from the CLB 9-9 that I got in Reading and Listening (and just get 0 in the other two)?
So my question is : Since I did not pass the minimum on all four abilities to get my second language scores counted in FSW eligibility calculator, will I not be able to use them later in the CRS calculator ?

You must score the minimum in all four abilities if you want to be able to use your French language test score for EE. If you have zero in two abilities, you will get zero CRS points for knowing French.

Thank you for the reply :D I see, I am getting confused because in the FSW website it explicitly mentions this fact (that you need the CLB 5 minimum) https://www.canada.ca/en/immigratio...election-factors-federal-skilled-workers.html

I was thinking that the two things are disjoint and that the rules of FSW eligibilty calculator do not carry over to the CRS calculator.
 
I should also add that I did in fact check the CRS tool and it gave me 6+6+0+0 points for the second language. But I wanted to make sure of that.
 
You get points per language skill but you need to meet the minimum for all 4 skills to get the maximum number of points.

The first criteria is to be eligible for the Federal Skilled Worker program, in which you need 67 points out of 100 points to enter the pool.

The second criteria is for your CRS score, which is the score which will determine whether you receive an invitation to apply for PR, according to the rounds of invitation which will draw from the pool.

I wanted to thank everyone for their answers , but I submitted my EE profile and it gave me that 6+6+0+0 points in the CRS calculator. So either this is a glitch in their system or it is really the case that once you pass the 67 points FSW, the minimum requirement of clb5 in all 4 abilities drops. My argument for the latter was that I found nothing in canada.ca that says that you can get CRS score for second language only once you get clb5 on all 4 abilities. It looks like the two FSW and CRS calculators have their separate rules and the rules of FSW calculator regarding the second language do not carry over to that of the CRS.
