Second bachelor visa chances

What are the chances of visa rejection if I get admission in bachelor after degree program (2 years), considering I already have bachelors in Early Childhood (3years) completed 10 years ago. My gpa is low so getting into masters is impossible. So far I couldn’t find any pg certificate or diploma in same field, hence why I wanna go for Bachelor of Social work after degree program

Educational and career progression. As long as you can justify that, then anyone can get a permit. If it doesn't make sense then chances are it will be refused.
