Paid the GIC and the upfront first year tuition fee and still got rejected. Really?

My visa consultant said to do a 1.000/month/person GIC. Because a lot of people is being rejected. 4 persons would cost 48 + 1st year of tuition.

I am trying to confirm this information because it sucks.
