I had applied for SDS visa and got a refusal so I need to make corrections before reapplying so need assistance from experts.

10th - 2005
12th - 2007
Bachelor of Computer Application - 2011
Master of Computer Application - 2014
Work experience from 2015 till date as web designer and developer
IELTS GT - 6.5 (not less than 6 in any module)
Programme - Project Management in Algoma University
Financial - paid 1 year tuition fee + CAD 10k GIC + CAD 16k Funds shown

Reason mentioned in refusal letter
The purpose of your visit to Canada is not consistent with a temporary stay given the details you have provided in your application.
As per GCMS notes
Review of all information before me, including client's previous employment and educational history. Client is requesting a SP to attend a Post-Secondary Graduate certificate in project management at Algoma University. Client Submitted transcripts for a Master of Computer Applications obtained in 2014, and a Bachelor of the same completed in 2014. Employed as Web Designer/Developer 01/2015 till date.
On review of all information including client’s previous educational history and statement of purpose, their motivation to pursue this particular program at this point in time in Canada does not seem reasonable. Considering applicant’s extensive education, it is not evident why the applicant would study this program at such great expense considering applicant already possesses a higher level of qualification in addition to an extensive career history. Client has not satisfied me that the course of study is reasonable when weighed against the potential career/employment benefits. Study plan submitted is general and does not outline a clear career path for which such an educational program would be of benefit or improve job prospects back home.
Based on the above balance, I am not satisfied that his applicant is a bona fide student. Weighing the information on hand in this specific case, the applicant has failed to establish that they are a bona fide temporary resident who will leave Canada following the completion of their studies pursuant to section R216 (1)(b) of IRPR. Application refused.
Help required for following reasons:
- Should I change the SOP or not as my SOP is 6 pages long and covers all the information and I think VO haven't even checked my SOP?
- Or shall I apply with Letter of Explanation to address reasons stated in GCMS notes and keep the SOP unchanged?
