Score is 65....can PNP be applied for

For EE eligibility score, my friend score at max is reaching to 65. Should he ?proceed with my application for PNP even though I'm not eligible for EE

This is the only option. SINP OID sub category. Check eligibility first.
Your Job noc must be in their Demand list. Only then will apply. And your job experience must match with educational qualification. Only then u can get experience related points.

Then you can eligible to try for SINP EE sub category
