the first thing they check is your score is 67, if not then file is closed.
Ps- if you are claiming english point without IELTS then better provide the IELTS exam result, this will ensure your marks in english

Hi - yes AFAIK the CIO (Central Intake Office) in Nova Scotia check your points and your IELTS certificate. All applications without the certificate or with less than 67 points are automatically returned they don't make it as far as the VISA office.
As the other user says if you are posting without the IELTS they won't accept it anyway, but getting an IELTS may improve your score to the required 67 points.
